That would be the Canthan Targe, a preorder item you could have gotten if you put in a preorder code from Best Buy.

Here is how that shield works: You can get 3 of the 4 bonuses. You can't get both + energies. I've tried. However, I do have the +30 health and the +2 energy (I have 10 Str and 14 Axe Mastery). If you use runes you can get the armor bonus from Tactics. The energy bonuses don't stack.

Even if you could get both bonuses, why would you want to? Wasting 8 levels of attribute points in a weapon you wouldn't use just for 2 energy is silly.
